Obverse 14 is identified by date placement at LE and date repunching that features an initial date impression to the east of the right side of the 1 digit.

Reverse N is rotated 8 degrees clockwise.
Rev. Na:  Reverse N is rotated 4 degrees counter clockwise.

Comments:  During mid January 2018, David Killough submitted to this author another example of Variety 12.  Examination of David's coin revealed a reverse rotation of 4 degrees counter clockwise, compared to the 8 degrees clockwise rotation measured on the Variety 12 plate coin.  It should be noted that no appreciable die state difference was noted between the Variety 12 plate coin and David's submission.  I have assigned the Variety 12a die state to David's coin in order to capture the newly identified Reverse N die rotation of 4 degrees counter clockwise.
